corruption in govt. offices can be reduced by installing secret camera, audio recorders to catch and weed out corrupt govt. officials accepting/ insisting on bribe. The culture of the society should look down on corrupt govt. officials, there should be wide coverage given to convince govt. servants to be happy and content with their salaries and perks, and work honestly for the uplift of society. Only people with such views should be given govt. jobs.
The election commission should weed out candidates with criminal or dark backgrounds and not allow them to contest the election.

If you find out, let me know.
Seriously, this sort of thing seems to be even worse in third world countries than in industrialized ones. It tends to go away as the electorate becomes more educated and better able to figure out which politicians are corrupt. So I’m guessing that it will diminish as India continues to make rapid economic progress.
