I want to create a homework group where students can come and read articles on study help. Is it okay? Is it banned by any minors’ or children’s privacy law of India?

It is legal. Your site should not contain any thing that may be against the law. There is no age limit as such for creating a web-site.

Yes, it is okay. pefectly legal. Just make sure it just not have any adult content in it. Amd, also make sure that the ads also do not have any adult conent. You know, no porn site ads or other un-suitable things-these ads are not right.
Otherwise it is perfectly legal to make such a website. No probs at all. Go ahead!
