There is no rule that stops then from doing it. In 96 world cup Monoj Prabakar bowled pace and spin bowling in the same match after being bashed by Jayasurya. Andrew Symonds has also bowled fast and spin bowling in the same match quite a few times. Of course they can, it just doesn’t happen all that often. Recent exponents included Mark Maugh who could bowl very fast but was also a handy slow bowler. Greg Chappell was another who bowled gentle medium pace and also leg spin.
Don’t forget the incomparable Sobers who could be picked for his pace bowling or his slow bowling. Russi Surti from India at the same time bowled medium pace and spin.
